In Isaiah 8:13, the exhortation is "Sanctify the LORD of hosts himself; and let him be your fear, and let him be your dread." It simply means to put the LORD in every place where there is fear. Daniel put the LORD in the place of fear by continuing to pray. The threat of death by lions did not alter the target of his fear. His Hebrew comrades put the LORD in the place of fear by sticking with God rather than bowing to Baal. The threat of death by fire did not alter the target of their fear.

Elisha and his servant faced the threat of an army that was bigger than their city. BUT God had an army of angels in position and ready to fight that was in the mountain that surrounded the city. Elisha's response to the fear of his servant was "they that be with us are more than they that be with them." Then he prayed, "LORD, open his eyes that he may see."
